Uttarakhand is not a generic Indian property market. The Bhu Kanoon (Uttar Pradesh Zamindari Abolition and Land Reforms Amendment Act, 2025) changed non-resident purchase rules overnight — a 250 sq m residential cap, agricultural-land restrictions in 11 of 13 districts, and an affidavit regime on every transaction. Section 143 of the UP ZALR Act 1950 still governs agricultural-to-residential conversion. Development authorities MDDA (Mussoorie–Dehradun) and HRDA (Haridwar–Roorkee) overlay their own regulated-area permissions. Eco-Sensitive Zone buffers around national parks and hill-slope restrictions from the State Geological Department add another filter. A generic property consultant from Delhi or Mumbai will miss most of this. Our work starts from these rules, not around them.
